The Navy and Marine Corps Commendation Medal may be awarded to a Navy or Marine service member who distinguishes himself or herself by an act of heroism, outstanding achievement, or meritorious service that is worthy of special recognition but not sufficient enough in nature to warrant a higher decoration, such as a Bronze Star medal when in combat or a Meritorious Service Medal when not in combat. To qualify, an act, achievement or service must be performed well above the performance expected of the individual.
The Navy and Marine Corps Commendation Medal was established first as a Navy Commendation Ribbon in 1943, and retroactively awarded to qualifying service members whose service dated back to Dec. 7, 1941. When it was re-designated as a commendation medal in 1960, the design was based upon the Army Commendation Medal. Though Marines were always included in the Navy Commendation Medal eligibility, the Secretary of the Navy changed the name to the Navy and Marine Corps Commendation Medal.
