On Oct. 6, 1898, the Surgeon General of the US Army ordered Miss Mary Frasier of the House of Refuge in St. Louis, MO, to report to duty to the Chief Surgeon of the 7th Army Corps in Jacksonville, FL. The Surgeon General's letter enclosed orders for railroad transportation and sleeping-car accommodation, and instructed Miss Frasier to present the orders at the railroad ticketing office in her city. |
